ATM8 1.0.20 server lag

Hey guys, I working on tyring to diagnose some crazy lag on my ATM8 server. It's running off a Windows Server VM on a friends server rack, with nothing else running on that server. We've had pretty crazy lag since we started the server, even with one person online. Main issues listed below.

• General world generation lag (Running into the edge of the generated world and waiting sometimes 20 seconds before chunks start generating)
• Food eating lag (Takes like 10 seconds to eat steak)
• Portal lag
• block breaking lag

Spark log linked below shows terrible TPS but from what I can tell the server hardware isn't near maxed out.
Server log itself is spammed with the usual "Can't keep up!" message, but it's running 15-19,000ms behind.
