Proxmox: VM doesn't start after starting/restarting associated workspace from Coder Web UI

What is the issue:

When I restarted any Coder in Proxmox workspaces, it firstly stop the VM as expected, and then started it. But since Terraform detected a “change” on the VM state, it ended every time by stopping again the VM which result on the Coder UI showing a “Running“ status with a VM shutdown
