The Design Decision Behind `Config` for Schema Description

I'm wondering, how did the design decision about creating a completely new way of describing schema through 
Config
 came to be when effect/schema could be re-used instead? From a user's perspective, it's the same amount of work to define the schema one way or the other but now they need to learn 2 APIs. I'm sure there was a good reason but it's not obvious to me.
