Server resource pack couldn't be applied

I am using the dynres mod (https://modrinth.com/mod/dynres) alongside a custom resource pack on the server. When I connect using my mac, I have no problems and the resourcepack downloads and displays correctly. When I use my linux computer I get a "Server resource pack couldn't be applied" message in game and a "Failed to download file" followed by a java.net.ConnectException: Connection Refused error in the logs. A friend on a windows computer reports a similar problem.

Set up:

1. Server is running fabric, Minecraft 1.20.1
2. Server is running remotely on McProHosting

I have also tried running the server locally, and I get the same issue. I am able to load a server resourcepack from Hypixel, so I think I have eliminated a permissions issue?
