finishConnect(..) failed: Connection refused

I was directed here when trying to view a Reddit thread, https://www.reddit.com/r/admincraft/comments/zlavbp/finishconnect_failed_connection_refused/, dealing with this issue. Until about 4 AM EDT yesterday, it was a java 1.19 vanilla server hosted on Ubuntu 22.04 that was working fine. About an hour after the last user disconnected, the server accepted one user, placed it in a random cave instead of where the user disconnected, and then forcibly disconnected the user about five seconds later.
It's been refusing connections ever since (even with "server.properties" configured for "online-mode=false" changed from "true"). I have: restarted the server; stopped and started the server; stopped the server, performed package updates to the OS, and rebooted the host.
Prior to this new error, sometimes the client would display "decrypting" until it timed-out. Searching the Internet hasn't been fruitful, so I was hoping the aforementioned Reddit thread I cannot view would have shed light on the issue and, perhaps, a resolution
