Browser Rendering limits

is anyone able to explain how these limits affect actual usage and how I should use this product to stay within limits?

"Two new browsers per minute" sounds quite limiting although I'm guessing browsers get reused? Would I use a queue to limit concurrency and then use up to two browser instances?
