PR opened to reduce duplication in resolving tsconfigs in `/docgen`
I opened a PR to
/docgen to be able to resolve the parseCompilerOptions and examplesCompilerOptions from tsconfigs to attempt to avoid so much duplication. https://github.com/Effect-TS/docgen/pull/26
