Would wearing these pants with a navy blazer be over the top?

It can look great but you should expect to grab a lot of attention with this outfit. It's pretty colorful. Therefore you should keep the rest of the outfit simple. I personally would suggest you to pair it with brown shoes and either a white or blue shirt.

I'd be pairing it with either black or burgundy shoes. My hope was that the green would be neutral enough to not be so attention grabbing.

Personally I would stay away from burgundy shoes with hunter green pants Verging on Christmas territory

I'd stick to brown or black. Possibly only black. But yeah they're a little unusual, but not loud enough to be off, IMO

I don’t think you should be dissuaded, but just be mindful that they should be the only ā€œloudā€ part of your outfit
