It seems like it’s a bit tapered at the top and then gets baggy at the bottom.

He's probably sized up a few times and has them belted based on how loose they are in the top block
Bit hard to tell which style because of the stacking but these Kapital patchwork jeans normally come in flare or bellbottom cuts.
Belted as in, he’s wearing a belt?
I can't say for sure but the pants are loose enough at the top half that I'd be surprised if the waist was exactly his size
