No? C# can be used for desktop apps, 2d and 3d games, web apps (backend AND frontend), mobile apps... you name it
i think they're asking what framework
For windows only desktop explore WPF
For cross-platoform desktop (Win+Mac+Linux) explore Avalonia
For mobile, I suppose you should give .NET MAUI a try, but it is a bit meh
For web go with ASP.NET Core, maybe check out Blazor
For games, unity is the general go to game engine; however, with the drama and all the platforms future is questionable
But then you have godot, afaik
