What difference does elasticated waist make?
I’m looking at a pair of cords that have an elasticated waist. Outside of sweat pants I’ve genuinely never worn trousers with elasticated waist. Does it change the fit at all? Anything else to consider?

It depends just how elasticized they are I guess. If they’re super stretchy then the waistband is probably kinda scrunchy/ruffled like sweatpants which I really don’t like the look of
Not really besides the waist being more forgiving imo. it does make the pants less formal and can look scrunchy as well also some pants with an elastic waist do not have belt loops
i don't find it makes much of a difference at all. Unless you're stretching up or down like 4 sizes it's not going to be too noticeable.
