installer is the biggest hurdle for us workaround is to install fedora kinoite or silverblue and rebase the bazzite image

Are you on regular fedora? You can't rebase from regular fedora, if you are

yeah fedora silverblue or kinoite workstation isn't based on libostree so you can't rebase to any Ublue images including Bazzite
