What is the difference between bazzite:38 and bazzite:latest?

can someone explain?

Solution

Bazzite:38 will forever be on Fedora 38 unless you manually upgrade it to a future version

Bazzite:Latest is on the latest stable version, which is 38 right now. It will switch to 39 when that's the latest stable version automatically.
