most likely atleast notepad++ can work with extensions RoslynPad/LinqPad though for a beginner, I can only recommend Visual Studio

Neovim is the smallest but definitely not for a beginner (unless you are used to neovim / vim) as neovim is terminal based, it requires to know a lot of hotkeys. But takes minimimum amount of RAM and disk space and can be used by the lowest of end machines Just that it's hard in general
