Why am i getting AuthApiError: Email rate limit exceeded with my own Email service?

I'm smoke testing my cleanup tasks that that delete images / truncates table with id however when I try to re-sign up again I get this rate exceeded error? Is there some limit on how frequent a user can sign up with a particular email account? If so can I disable this safety as my project hasn't launched yet?
