Cloudflare for SaaS in combination with Zero Trust

We are currently using Cloudflare for SaaS and we have pointed multiple domains to our SaaS domains. Everything works as expected but we would like to setup Access rules for one of the domains. As a provided we provide the SaaS application to our internal team as well and we own the second domain that we pointed to our SaaS domain. From this article https://developers.cloudflare.com/cloudflare-for-platforms/cloudflare-for-saas/security/secure-with-access/ it is not clear if we can restrict access using Zero Trust for only our internal team. Secondly, how can our clients will be able for example IP whitelist their own VPNs? They have to do it with rules on their own domain or we have to introduce it on the application or load balancer level?
