Resourcepack reload failed

I tried using Patrix(32x) as well as Optimum Realism(512x) and this message shows up for both of them, they both work on Optifine. Also my v-sync doesn't seem to work even with the settings enabled.

I’ve heard of that issue tons of times usually related to the driver Iris just tells the driver to do vsync

No, you not need plug or unplug anything after a driver install.
