Weird explosion radius issue, can't find the culprit

So as a preface, on my test server I copied over all my configs and plugins and was able to reproduce the issue. Essentially, explosion radii are chalked on my server. Explosions seem to be more powerful and are breaking farms such as tnt dupers like my auto tree farm and another player's tnt bomber. It breaks things it shouldn't, and hurts the player at a distance it shouldn't. I thought there was a change in 1.20.2 that changed this and Qarth0 looked into it for me but couldn't reproduce it. It happened on my test server, so I removed ALL plugins and it STILL persisted. Which means it's something specific in my server config itself but I cannot for the life of me find it. I tried changing the setting to optimize tnt from false to true and back, no change. Any tips? Where do I look? WHY ME!?
Server specs: pufferfish behind velocity proxy. Was a thing before I even launched the proxy and I believe it was a thing when we were on paper as well. Was right around a couple weeks after 1.20.2 dropped that I noticed this issue.
