How does the Digital Ocean template delete VMs when they're stopped?

I have been working on a number of templates with various providers such as Linode and Libvirt, but I am noticing that many of them just leave the VM running while DO will actually delete the VM. Given that it creates a disk for the user's home directory, I love that behavior and wish other providers would act the same way. Does anyone know why exactly the DO provider acts that way? Is there a hook that's called in the provider that other providers don't have listening? At this point, I'm no stranger to messing with providers and would gladly implement this myself in the providers I'm looking at.
