You are not the sever host
i made a tmodloader server on nodecraf but when i try to change the mod configs it says that i need to be server host or admin, so how do i do that? the support on the website said i should ask the devs here

Welcome to #support-forum. Before someone helps you, please first consult the information in #TML Troubleshooting Guide and try all the suggestions that might fit your particular issue, especially in the linked FAQ page.
If the information in the pinned thread does not solve your issue, please post all log files by dragging and dropping them into this chat. In Steam right click on
tModLoader in the library, then hover over Manage and click on Browse local files. In the folder that appears find tModLoader-Logs and open that folder. Inside that folder are the logs files. Select them all except the Old folder and drag them into this chat. Then copy the config files to your server.

and what about cheat sheet?
when i want to activate the option that only the host can use the cheats i also need to be the owner
If you aren't hosting on your computer, cheat sheet doesn't think you are the host. You can use HerosMod instead, it is designed for multiplayer permissions. It has a separate admin system that you can use to become admin even if you aren't hosting on the same computer

In the mods menu is a mod config button, click that to get to the configs
The actual config files you need to copy to the server will be in Documents\My Games\Terraria\tModLoader\ModConfigs
