Dpossible that it stays on 0 but still downloads (does it for me) and your wifi is slow to download it, but also possible that its not downloading though
Ccool now i tried to enter mod browser ad it doesnt browse mods :/

JYou are on windows 7 and steam isn't supporting windows 7 anymore, I wonder if something broke there.
