Did you try installing/enabling onedrive? Right click on your documents folder and enable “always save on this device”
Also try finding the achievements.dat file and deleting that

still doesn't work, and I had one drive and was told to uninstall it.

If it still complains about onedrive, then windows thinks you are using onedrive for your documents folder. However you uninstalled onedrive wasn't complete
