RDP Intermittent at Best Via Cloudflare WARP

I setup CloudFlare Warp to connect to my server in Azure. I am able to connect to the private IP but it works intermittently at best. Has anyone seen this before? I have adjusted the tunnel to use http2 protocol. It doesn't seem to help.
