Cannot make Ticket due to website bugging out

I cannot make any tickets because the website looks like this. I can log in just fine and change my account name and do all of that for my Riot ID inside the normal site. The support page is messed up, and once I go into the game client, it says it can't get me in. No matter what I do, nothing changes. This is also the case on the League client so I don't know if it's my account or if it is on Riots end. I've uninstalled the game multiple times and nothing is working. Please help.

It was fixed by ISP updating firmware on router and modem
