Accessing a cloudflare account

I'm working with a client, that currently has their webiste routed through cloudflare. The old developer has "ghosted" them, therefore we don't have access to their Cloudflare account, and think that he used a personal email.
Is there an option to migrate this to another account, keeping all DNS records intact?
