Workers Analytics Engine - how to enable?

Documentation indicates enabling Analytics Engine via:

• Go to Workers & Pages.
• In Overview, find Analytics Engine in the right side bar and select Set up.
• Select Enable Analytics Engine

Do I need to create a worker to enable analytics engine? As I want to deploy via Wrangler instead and the binding will fail if I can't enable AE before hand.
