i uninstalled the game and now all my skins and friends are gone can i get my things back?

First of all how did he lost hes skins
if i had to guess he probably just logged in
- into the wrong account
or
- via the wrong login option. like used to log in with google, but used email now (or similar)
If I had to guess it’s either due to a desync from the servers or perhaps they have multiple accounts linked to the same sign in like google?

Never use google to login in valo just use your riot email pass
