Reporting A Player

I was wondering if there was any way that I could speak to a representative in regards to reporting a player that is Selling Riot Gun Buddies through discord. I cannot submit a ticket because I do not know their account, but I have reliable sources that may be able to help with the case. Even if I knew their account, why does it require me to play with them in the previous 30 matches or so?
