Majorly we can't define one as overall best, but it's dependent on your application. Mostly using the second stackup sig gnd gnd sig is very good, because it creates a good return current path for both the top and bottom layer signals. What application is the board you're designing

The best 4-layer PCB stack up is considered to be SIG+PWR GND GND SIG+PWR Sometimes it's difficult to connect all tracks using only two layers. Especially in multi power domains designs.
