win trading

I recently got put into a match where my omen(Alex) was clearly win trading, and I did some more investigating and found out that he has done it multiple times for a player called PUL Bamshy. Today I found out that they qued which 100% concluded that they are win trading. Is this reportable? And if so how do I go about it.
