Rubber Banding

For a few months now my game has been having constant pink spiked and I will rubber band everywhere. It makes it really hard to play the game. Like one second I will be doing fine with around 15 - 20 ping but then the next second I have 200+ ping and I'm teleporting all over the place. I don't know what to do. Any suggestions?
