DH + Bliss not using full GPU

I don't appear to be either GPU or CPU bound here. It doesn't go above 70-80% usage with DH + Bliss, and with complementary shaders(no DH) it stays around %90. Any ideas what is bottle-necking here, and what I can do about it?

CPU 5600x OC
6/16gb ddr4 to minecraft
