Troll giving comms to enemies

So we had that sage troll who kept giving comms to enemies since first. everyone from my team reported him.
Now why won't he get banned from chat or (all chat) at least like they do when someone abuses text or vc

that's what i did it just makes more sense if they just restrict all chat for that player
