Can switch to gamemode when tv is not connected

I have two Displays. One 4k display and my TV. When the tv is not connected i cant switch to game mode. With TV connected it works very well. Why?

Full HD TV - HDMI
Ryzen 7 5900X
AMD RX 7900XT
