how can PUBG tell if someone’s account sharing?

If someone’s admitted to account sharing which violates tos, and has also admitted in ranking account for money against TOS again, what report does that come under? because I very rarely see people get banned for it. I have a screen shot of the person admitting it even after I told them it’s against TOS
