Monitor refresh rate not applying

So I have 2 monitors, 1920x1080@144hz and 3440x1440@100hz

I keep them both at my max refresh rate and all was well until today.
When I logged in my ultrawide was set to 60 so I went to the settings and it says it's set to 100 there.

I'm sensitive enough to notice and there is no difference between 100hz or 60hz (which are my only options on the affected display) and the 1080p display is much smoother when set to 100hz.

I went to https://www.testufo.com/ and it reads 100hz from somewhere but the UFO is not as smooth as 100hz on my other display.

Things I tried:
- Disabled adaptive sync
- Restarted PC
- Unplugged my second monitor

I am rebased to:
ostree-image-signed:docker://ghcr.io/ublue-os/bazzite:40-20240502
ostree-image-signed:docker://ghcr.io/ublue-os/bazzite:40-20240502
because of the 4g decoding/rebar issue on stable

Anyone seen anything similar because the low refresh rate is driving me nuts arrrr!
