What even are these and how am I supposed to complete them? Is there an event guide or something?
Solution
These are popularity gifts. Send 10 of them to any of your friend to complete the mission. 4 are given free as reward in pmsl pass event. You can buy the rest from the in-game treasures > popularity section. There is a gift button in event page for gifting PMSL pass qualification. Each time you gift would cost another 500uc.
