Layer folder on V4 Structure ?

And congrats for the 3.12.0 release really was waiting for all goodies on it
I have only one question about the /layer folder ! It's clear for the /modules folder that is for local folder but layers is about extending layers outside of the main project via Monorepos or github right ? How a local layer Will be used and correct me if i'm wrong please @manniL / TheAlexLichter
