"Minimal Impact" = Playable. "Low Impact" = Stuttering

I've done so much testing with java args, reinstalls, different mods (including a version with only DH installed) but it all seems to come down to this one DH setting. DH is the only mod that introduces microstutter like this.

When I use the "Minimal Impact" setting, the game runs smoothly. On "Low Impact", the game is borderline unplayable with so much stuttering. Does anyone have any advice to get this working better? Minimal impact means the DH chunks load so slowly and isn't ideal.

I'm using these java args
