Oddly Low TPS on modded server

Modpack: SteamCraft Train Focus (Custom)
Computer Specs:
Processor Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz 3.19 GHz
Installed RAM 48.0 GB
Graphics Nvidia GeForce GTX 1070
Harddrives/SSD SanDisk SDSSDH3 512G & ST1000DM003-1SB102
We currently have 4 people online and the mod Observable is detecting a few things like villagers and players that are at 60-100 tps but nothing crazy out of the ordinary yet TPS drops to 10 tps occasionally and in certain areas. We restart the server every night and have 18GB RAM allocated.
