dose it work as a mod i can install and use on another sever and can i make it start/restart timer when a chat message is said

this is about the timer mod
If you plan to use MTimer on server, i suggest using the full version https://modrinth.com/plugin/timer (Paper Plugin)
You can automate the timer inside the rule menu

Not really, the only way to start the timer for you or global is to use
/timer resume
. The automations are primarly for stopping
And the linked version is for Paper servers
You dont need to install it on the clientwhy wont it open

Why you want to type a message instead a command? Maybe i do not understand what you try to do
so in the sever i pay you get keys for killing mobs and i found out it blocks you from dropping it for 10mins after dropping so i want a timer for them 10mins everytime i drop it

I understand. This is out of scope for the timers i provide on Modrinth. Those all run server-side (needed to be on the server or world), not client-side
would this type of timer be difficult to code

Not really difficult, but very specific usecase that probably only very few people would use. Also you seems to use forge, which is currently dying inside the modding scene so it will be hard to find any devs that do it for you
