it's all anycast routing, depends on ISP and which locations support WARP. WARP isn't meant to be a vpn you can pick locations for

1.1.1.1 dns mode can link SJCs
1.1.1.1+WARP can't link to the SJC.

WARP isn't in all locations, 1.1.1.1 (purely the dns service)
