Entity Activation Range and Simulation Distance on PaperMC.

I'm looking into making a giant parameter in my Minecraft server for mob farms and such. However, as I went through the server's settings some minutes ago, I noticed this:
entity-activation-range:
      animals: 32
      monsters: 32
      raiders: 48
      misc: 16
      water: 16
      villagers: 32
      flying-monsters: 32
entity-activation-range:
      animals: 32
      monsters: 32
      raiders: 48
      misc: 16
      water: 16
      villagers: 32
      flying-monsters: 32

Does this mean that entities will just freeze outsize this radius? And to what extent, will they just freeze and won't interact with ANYTHING around them, or will they still path-find? Additionally, does this get affected by the simulation distance? Like what if my simulation distance is 8, do they still freeze outside of the EAR (Entity Activation Range)?
