Bedrock server starter kit?

Making my second server and want to trick it out with all the essential plugins and whatever other stuff. It’s going to be open to the public too so a guide on moderation would be appreciated too.

Should I have a whitelist? I legit don’t know anything about running a server link me to any good resources pls
