looks like its not coming from valorant (at least ive never seen it before)
might be your discord overlay?
I completely closed discord, but it didn't disappear, and then when I was launching discord it disappeared for 1 second and appeared again
I'm pretty sure it's related to discord

Have you updated your gpu drivers recently?
