Why am I playing against an immo 1 in my bronze/silver lobbys?

this has only happened this one time but why am I playing against a former radiant (in ep 9?)
but uhh yeah i just down want to play against immortals and radiants in bronze lobbys
(i am gdgdfdgtttt on the opposite team)
