Important Question
Why players in PUBG can't climb on ledges of ocean palace by jumping on them. Also I can't shoot any player from there when the wall on edges of balcony block my shots. There's only one way to defeat your enemies with gunfire by exposing yourself in water only if you can survive to kill them.
Solution
It is intentional that you cannot climb on most roofs, this prevents you from getting an overpowered position.
For the second part, you can shoot from most balconies by switching to FPP and having some sort of scope on your weapon. For best results, set FPP to 103.
