overall in the languages i know, in english its half a vowel, in polish its a vowel, in nirmish its a vowel so 2.5/3 = 83% vowel which means it is a vowel

it's both
because it can make 4 different sounds
one is a consonant, two are vowels and one is a diphthong
diphthongs function as vowels so pretty much 3 of the sounds y can make are vowels
