Ubuntu xfce will not cooperate
Will not work.

This is due to the download limit
the download quota is exceeded
I don't think that is the case
"pkg update && pkg upgrade" and "pkg reinstall curl openssl"
still does not work. Any other tips and tricks to get this to work?
Solution
Install termux from f-droid or github.
