DB does not wake up when accessed from Thailand.

I live in Thailand. I am evaluating Neon Postgres on the free tier.
When I try to access the DB, when running locally, it doesn't wake up.
If I turn on my VPN (homed to the US) and hit the DB again, it wakes up.
I can then turn off the VPN, and it works as expected.
But if I wait for the DB to sleep again, the problem reoccurs.
This seems new (like in the past 2 days). I did not have this issue when I first started using Neon a couple of weeks ago.
Not that it should matter, but I'm using NextJS, Prisma, tRPC, and React Query. I have the retries set to three.
This could be a "me problem" but I'm just checking to see if others may have experienced this.
